DWU crash

My desktop hard drive crashed. DWU ran under an upgrade Window 10 from Window 7 with no problems. I've installed it to my laptop again with a upgrade but from Windows 8.1 but it will not get past the initial opening screen (about 1 sec) crashing out with no messages. I've tried various suggestions I've found in the forum but nothing makes any difference. I've not done a clean Windows 10 install as that is total out of the question as I have too much installed.
I'm playing the latest Beta but I did try the initial game but that did not even start.

Run as admin, compatibility modes, turn off intro, use Windows media Player, reinstall net frame and game, oh and swear. The last didn't even make a difference.

I forgot adding installed folder and exe to Windows Defender exceptions and removing read only to the installed folder.

I've just checked the Publishers Certificate and it's dated to 14/7/15. Now I know little about certificates or why they are needed but could this date be causing the problem?

Is this a Steam or a non-Steam version?
If it's a non-Steam version, is the game updated with the last patch 1.9.5.12?

No, not steam, I avoid that like the plague if it's possible. Yes latest patch as I beta initially. The original does nothing but at least with the patch I do get the loading screen even if it is only for a sec or two.

I'm now going to add to this sorry tail of woe. I've got a new all singing and dancing virgin computer with Windows 10 problem is it also can't dance the DWU. It does exactly the same thing. Have I got a pig in a poke on my hands because I'm not best pleased.

I've looked at the log on the new computer and it say's
....
WRN: Assembly binding logging is turned OFF.
To enable assembly bind failure logging, set the registry value [HKLM\Software\Microsoft\Fusion!EnableLog] (DWORD) to 1.
Note: There is some performance penalty associated with assembly bind failure logging.
To turn this feature off, remove the registry value [HKLM\Software\Microsoft\Fusion!EnableLog].
There is no such key word in this location.

Open the game installation folder, find a subfolder named
redist and open it.
Find a file named DXSETUP.exe and run it.
