ok, it's summer '43' and I've cleared the RR to Leningrad. It's time to start taking the Finns out of the war. I transferred a Mech Corp from STAVKA to Leningrad by rail. Their initial readiness was 99%.
The next week,, just as I'm ready to punch across the river, I find the readiness at 13%!!!

Just what's going on?

Koniev 2, I have had similar experiences. I think they must have some kind of readiness check they fail with the commander of their front or something.
