Map & Sector Question

if i create a map with 1 Sector, there is 33 hex verticaly. I Save it and if i import this one in sector 5 - 12 the first line dont appear.
sectors from 5 - 12 have 32 Hex height ??????
seem to be more smart to join hex but why first 4 sectors have 33 ?
