Supply Consumption - digging non base forts

It appears units building forts in non-base hexes do use extra supplies. I have had a hard time pegging the exact amount, but, it appears to be roughly 1/5 the number of engineers with some ceiling or floor amount.
I don't have a bunch of pictures of this one but can recreate if desired. Here is the table of results.

Not one of your "tests" which I have seen to date is valid. Your are not replicating the game parameters in any of the "tests".
