This is the first relatively modern game that I've played and I'm not up on all the newer NATO designations... if indeed it is a standard NATO symbol.

As Swamp Yankee said, that is an unknown unit broadcasting a radar signal. Probably an air defense unit.

Rake, there is a What's New in 2.0.X PDF that gets shipped with the updates that covers all the bug fixes, enhancements, and new items added to the game. My guess is this symbol was in that and not the original main game manual.

Does the AI shut off radar sometimes?

markcab, no they are on, but the chance to detect them is mitigated to reflect a periodic use. In Southern Storm we are talking about having a setting to allow the player and AI for that matter to set a state that trades off searching versus detection.
