AI Leader Cannot Fire Crash

Just had a crash, sorry no saved game because the game crashed.
AI Defensive fire phase, a pop came up saying something like "Leader Cannot Fire Alone"
The pop up would not end after clicking on close, repeatedly re-opening.
The game eventually crashed.
I am guessing the leader that caused the endless loop possessed a demo charge. I think I moved adjacent during the Move phase.
