Any idea why the 338Inf with 100 AP cannot attack the 76th German infantry division? The 427Inf division, one hex north with 86 APs can move one hex and attack the 76th German ID.

My guess is that even though its frozen, tanks still aren't allowed to enter swamp.

Hmmm, that could be it, although my opponent just crossed the river, attacked the same swamp hex, took it, then attacked Rostov, all on the same turn. So frozen rivers lose their movement penalty, but not swamps (both in APs and in no tanks able to enter)?

Yep, that's it.
Frozen rivers are easily assessed for their viability for tracked vehicles but swamps proved problematic because of the incidence of methane gas bubbling up in random locations.
Once extreme winter conditions hit it could probably be considered safe but modelling multiple swamp conditions depending on the temperature is probably a detail too far.
