OOC squad unable to fire

TotH rulebook, page 8

Exception:
A friendly Out of Command unit can use defensive fire during enemy Movement segment, only if an enemy unit moves adjacent to the friendly Out of Command unit.

A Russian stack containing a leader and two squads moved (non-assault) adjacent to the OOC squad indicated by the red arrow. I tried DFFing [:D] them, but a window stating an OOC unit cannot move [&:] appeared and I was not allowed to fire. Then I noticed that the unit is marked with a "Final Fire" counter and that the same is also listed in the squad condition line: is the manual wrong?

This a bug and it should be fixed in the UPDATE1

Just a clarification, A Personnel Unit/AFV that is Out of Command can fire at the enemy units in enemy Movement Segment that are adjacent to the friendly Out of Command unit.

A Personnel Unit/AFV that is Out of Command may not fire in Fire/Defensive Fire/Advancing Fire Segments, the only exception to this rule is enemy Movement Segment I mentioned above.

All right: the OOC squad in the above example, therefore, should have been able to fire on the adjacent moving stack, shouldn't it?
