test pc used, with a fresh install of the latest windows 10 version, windows 10 home, version number 1511, build 10586

sorted and working 100% in windows 10 home or pro with no alteration needed other than those shown above, works in fullscreen mode and supports the desktop res, mine for this test was 1920x1080

Does not seem to work on the latest Windows 10 build.
Been trying all evening, but the installation does not finalize.
Hangs on Finalizing Installation step.
If I stop the process, it does not start the game.
If I install the patch, it does not complete the start up (1/4 bar).
EDIT:
Took me some time.
But after successfully installing the game on another system I started to eliminate potential culprits.
CAUSE --> Adobe Creative Cloud
Been trying all evening, but the installation does not finalize.
