My opponent & I are about half way through a global war game.

Is there a known glitch in the gearing limits? We have had several instances where a none neutral major power has war declared upon it & it's gearing limits are set to unlimited. USA DOW onm Germany for instance.

That is working as intended. There are two exceptions to the gearing limits. One is the first turn of the game and the other is when a Major Power declares war on it.

RAC: 13.6.6 Gearing limits
....
Exceptions
On the first turn of any scenario or campaign there are no gearing limits. Major powers are not subject to
gearing limits on the turn that a major power declares war on it.

That is indeed the rule. A country has unlimited gearing at the end of a turn in which it is declared war upon. (The power doing the DoW gets no benefit.)

I thought it was only Neutral major powers? Was it changed since the rulebook dated 2003?

FWIW there is in fact a gearing limit bug having to do with DOW's that I reported about two years ago and still remains. When the US declares on Germany there's a popup that asks if the US wants to DOW on Italy as well. If the US then declares war on another major power in a future turn (usually Vichy France), Italy gets credit for the DOW and gets unlimited gearing that turn.
