all i can see on this is your using an older version of windows, Threshold 2 build, which has been replaced and updated to the Anniversary Update or what's known as "Redstone" (RS1)), was released on August 2, 2016 as fixes a lot of bugs that the build your on uses.
what to do now, imo a fresh install of windows is better than a upgraded version, but that may not fix the issue you have also atm, so you can either wait for the new version to download and install, or try and fix the issue your having, which may or may not work.
now you have a upgrade, your pc is licienced for windows 10, so as long as you don't change too much hardware, a fresh install of a new ISO image from M/S won't need a keep either, as M/S servers keep a copy of your hardware when you upgraded.

you have a lot of codec's on the pc, most will be either dupes or some may be broken as well, as not all codec programs which add new ones repair or update the ones you have and some leave older dupes on the pc as well, unused until a program tries to use it, then errors because of it's broken on no longer in use etc or not the correct version for the O/S in use.

so my opinion is you have more than one issue, most if not all will be fixed with a fresh clean install, yes not a great solution for a old game, but to fix it in other ways means a user needs to be in front on the pc, looking to see what errors and what is loaded to disable and retry.
for me a clean load, so the least amount of background apps and programs running is better than a load of clutter, then see what does work and what doesn't, as some apps and programs don't like to run with others, it's that simple, but finding out what is the hard and long part.
a clean installs gives you a chance of a clean slate and start, load only what you use, and not something that you may have used a few years ago that may still load every boot.
