CANNOT BUILD

I'm fairly new to DWU and am running into a major problem with the resource Helium and the building of Gas Mining Stations. I keep getting messages about production being stalled for a lack of Helium, but when I try to have one built, it keeps telling me CANNOT BUILD. I can't find any reason as to why I can't build one. I have plenty of Helium resources in my home system and other systems and plenty of Construction ships available. What am I doing wrong here. If Helium isn't needed to build something, I usually have no problem. If stalled due to any other resource shortage I can correct that normally, but not with Helium. Currently half or more of my building ques are stalled for lack of Helium and the game is starting to be unplayable unless I can figure out and correct this problem. I would greatly appreciate any help that anyone can give concerning this problem. Thanks all.

That sounds weird. Can you build other stuff? Maybe your civilians are broke, and that ought to stop you from building? Maybe you are broke, that may stop you too?
As for not being allowed to build a "standard gas mining station", cannot build could be because it is actually in foreign territory. Or there is already a mine at the selected planet.
And is the gas mining station buildable at other locations? That rules out both the "broke" issue and any possibility of badly broken gas station design (if done manually).
Ways to build a mine (you probably know a few if not all these).
1: Have a construction ship selected. Right click the location and "build here" or something. Select gas mining station.
2: With the helium source selected, use the "queue construction ship to build gas mine" button below the selection panel.
3: In the expansion planner, toggle "galaxy needs" to show all resources, filter helium, sort by distance, click something to queue a construction ship to build at the location.
Way 1 should be most possible to mess up. Way 2 could have the "you can not build here" issue too. Way 3 would not show the location if it is already a mine there or it is in foreign territory.
