not able to install Operation Torch

Hello,
after a clean re-install of Windows 7 ( and all the games, programs, etc), I was intalling this add-on for GGWITW but when I try to run the exe file I see the message that you can see in the picture below.
I was installing it from my Admin account...I tried both to copy the file to my desktop and run it from there and run it directly from the CD, but same results
Any idea why or how to solve it ?
