The '41 scenarios start with this used by II.(Sch)/LG 2. It is otherwise not available until June 1942 and it is a tac bomber.
It uses the same image as Bf109E-4B which is a fighter bomber. Since the air OB has no single engine fighter bombers, the E-4B only can come into the game as a fighter. Is that the intent?

My preference would be to make II.(Sch)/LG 2 an FB unit trained as a bomber. And start it with the E-4B if that is what it really was.

Using a Tac Bomber is correct although the timeframe of this special Bf 109 may need correction.
This unit startet with Hs 123 double-deckers (used for ground attack), moved on to this armored Bf 109, was renamed I./Schlachtgeschwader 1 and later II./SG 77, retaining the use of armored fighter-bombers (which in-game are TacB).

What was the E-4B? And can it ever by used in the bomber role?

A plain fighter-bomber. The E-7/U1 was similar but a specialized version only used by certain units which later switched to Fw 190F.
