Moscow district HQ is in the wrong position.

Moscow district HQ is placed one square behind Moscow on the railway to Siberia and is immovable I presume until that square is attacked or captured by Axis forces.
While this may not be a problem for most of the game, if Moscow is attacked, (as it may soon be in my game) it means that only two units may be placed in that square instead of three, making Moscow much easier to encircle and capture.
I see this as a defensive bug and would prefer Moscow district HQ to be made movable, or to be placed on the railway five squares to the East of Moscow where it would not be such a problem

I guess it would be good if relocation of those frozen Moscow HQs would be allowed.
edit: guess the same can be said about various Axis top-level HQs in the capitals. That's why recently surrender thresholds were changed, to allow reaching maximum bonus with one space occupied by the HQ.

No, I think they are re-frozen every turn.

The Moscow MD HQ can be relocated using the 'relocate unit' button.

I wasn't sure whether it is allowed. It's normally blocked for frozen units (but they are set to 0 MP instead of actually frozen). And I hope it doesn't cause any extra losses.

Yes it's allowed and it works pretty well as it is because the HQ usually relocates to somewhere like Noginsk where it's still useful but not in the way.
