42 Scenario - all those partisan battalions

partisan dropped way down in .08 (and perhaps earlier). .09 may go up as is seems more units are shattering.
Should '42 start with all of those partisan cadres?

Actually less units should shatter since 1.08.08. Maybe you get slightly more shatters in your game than average, which is of course possible. Not all shatters create partisan units though. Also, many weak partisan units merge, so the number will not get out of hand. Garrisoning cities is more important.
