DBB-C Dec 7 Start - Mukden Garrison Fix

I'm sure a lot of you have done this on your own, but if not, I am attaching here a slight fix to the DBB-C Dec 7th scenario whereby Mukden was erroneously given a garrison value of 2000 instead of 200. This fixes that and sets it back to its proper value of 200.
The scenario will appear on the list as scenario 31. Let me know of any other errors I can fix while I am at it. I will update and re-attach here.
