'42 Support units, Moscow Military District & morale

The '42-45 scenario starts with a huge number of support units assigned to the Moscow Military District.
As of turn 3, their moral has barely moved. They have moved up towards their TOE % target.
Is the lack of morale movement :
1. Related to .09/.10 where Soviet morale increases more slowly?
2. Related to the fact the HQ is withing 10 hexes of the front line?
3. related to the sheer size of the HQ with 112 attached support units?
Any combination.
Will moving these units to STAVKA (now more the 10 hexes behind the line) improve the speed of morale improvement?
