can someone explain me the meaning of a red H on some counters like for ex on the german 78inf div 4th army AGC

It indicates the unit where private Hugo (from the war diaries) is assigned. Just immersion, no rules implications. However keep in mind that if that unit takes casualties it might be Hugo that bites the bullet.
