here we go with the results and feedback,
System DPI Setting: 144 DPI (150 percent)
(default is 96 dpi) so because of none default screen size of tablet
The display issue looks a lot more like a display card problem

Hybrid Graphics GPU: Integrated with CPU
(which means, the tablet isn't or was never meant to play all games, while it may play some but slow, it has a low powered processor with a combined graphic processor bolted on, once used not only is it doing more than it should do, which is fine in lets say windows and word with CPU load, but add in a game and it works overtime trying to do both, so games it won't matter with and just run slow, while others it will be jerky, while some won't run at all, your main system on the tablet has 8gb of ram, which -4gb which is shared with the GPU, means not only is it having to deal with less ram, but needs to do more clock cycles to run the GPU)
Display Memory: 4168 MB
Dedicated Memory:
112 MB (which is shared system memory) again too low
Shared Memory: 4056 MB
Also my computer has Directx version 12.
all well and good, but only any use to games that work or were written for Directx 12, older game or ones that need other versions will need to have there pre requisites also installed, and can't be skipped or the game either won't run or will or could cause errors, so regardless of what version of anything you think you have or don't have, always let steam install anything, even if 5 mins before hand you already installed it, yes the same file, as steam doesn't install 20 copies of the same file over and over again, just links the game to the needed or pre requisites that the game users or needs...
all error's in logs are none game related, either hardware or software / drivers etc

things to try, run in safe mode and see if game works any better, as this will give you a clean profile and free up more resources, or manually make a cleaner boot or gaming profile, which as little loaded as possible on start, alter in bios if possible for the Internal Intel(R) HD Graphics chip to use only 2gb not 4gb, which will free up some more needed ram for the system,
works almost the same in win 10
and finally alter the DPI to it's default, which will make the game display correctly.
then see if it helps, good luck and better look next time, or if you decide it's not for you or your hardware doesn't quite work with some games, take the knowledge and information given to help you with other games.
