AI OBA

I am thinking about making some campaign scenarios and I would like to have OBA come in later in the game. The problem is AI OBA can happen without a radio on the map.
Would it possible to have the engine check to see if a radio is on the map before doing AI OBA routine?
By having a leader with a radio as a reinforcement, the turn of AI OBA could be managed.

AI does check for OBA just like human player does but the radio support weapon is actually not visible otherwise the human play would just kill the leader holding the radio and AI would be without OBA support.
Having an ability for OBA to be available not a specific turn is currently not in the game. Perhaps in the expansion.
