I know I'm doing something wrong, so any help would be appreciated.

Here's what I did in trying to lay mines over my world:

1.I focused on my world ( SOLIII).
2.Left clicked on it, AS far as I can tell nothing much happened. I didn't see a "flashing disc" as per the manual.
3. Accessed the production queue....No mines were listed!

Do mines need to be researched first?

I searched this forum, but couldn't find anything regarding mines.

You must have researched mines. For each new age, you must research the mine again if you want to update them.

(1) From the galaxy view, highlite the system where you want the mines.

(2) Go to the production screen of any of your worlds and you'll see an option to produce mines for the highlited system; "SOL FUSION MINES" for example.

(3) You can produce 8 mines for an inhabited world. For resource worlds you can produce 4...but each world in that system gets 4.

(4) Mines have absolutely no effect against pirates...they just ignore them.

After posting my question I downloaded the Tech tree and noticed that mines were there, waiting to researched. Didn't know that they have no effect on pirates though, thanks for the tip!
