Playing my first campaign on normal - I'm in July of '42 and just had to chase off 9 different partisan units - is this a normal amount? All my cities are in the blue with garrison coverage - it just seems like a lot - maybe there is something else I could be doing?

They start to blossom in summer 1942, so make sure you have lots of regiments and cavalry to kill them. Watch out for mud turns and being able to move far enough to get them.
