CV Air unit Upgrades at Sea?

I'm confused 
Did I not read that CV air upgrades have to be in range of port/happen only when docked?
Here I am, driving my CV's hard, almost to Truk chasing down his damaged CV's before they can get home. Been chasing them since they had some bad luck at Tulagi
Now, heres the strange part. Poof! In the middle of the ocean, nowhere near anything remotely USA in nature.
Suddenly my CAP is F4F-4's instead of battered F4F-3's.
It would appear that my CV upgraded the F4F-3 squadron to F4F-4 in the middle of nowhere. There is no way whatsoever that the F4F-4 could have flown out to the CV which was 4 hexes from Truk at the time. Being very early in the game, the closest airfield that could have been used as a transfer point is a LONG way aways.
Obviously, with 36 brand new shiny F4F-4's showing up in my hour of need, i ate the remains of his air groups and put his CV's where they belonged ...
