Had to reinstall after computer rebuild. Had no problem running on Windows 10."Internal Error" message when trying to start Panzers in the Fog. Click on OK and what appears to be the initial splash screen is solid white. Updated with latest patch and used original license key. I forgot to check Event Viewer for any warnings or errors. Now running on Windows 7 Pro.

Has anyone else seen this?

There shouldn't be any issue with running on either Windows 10 or Windows 7 with Panthers in the Fog. Are you trying to run the 'Game Menu' shortcut? If so, try the 'Quick Start' shortcut and see if that launches the game properly. If not, trying using Windows explorer to go to the install directory and launch CCE.EXE directly.
