Later on after the Germans invade the soviet union and you need to move the air units forward and the partisans start appearing, can they destroy aircraft on the ground?? and how do you continue receiving plane reinforcements? I ended up with many units being without planes! Do you need to keep HQ's with the aircraft units??

No, partisans do not attack airfields.

The 2nd question is more complicated. Are the airgroups allowed to get reinforcements, do you have A/C change set to manual or automatic, do you have enough planes in the pool?

I have only recently started playing it so what is A/C?[&:]

p for production screen
You can also click on airbase and than select airgroup.

And maybe reading the manual could help [:D]

Posting a screenshot of airgoup short of planes can help to determine whats wrong.
