[BUG??] rebase range/action points

Not sure if this is a bug, but it seems odd to me. Weather is supposed to reduce rebase ranges.
In this case, I assume the snowy weather has reduced my tac bomber's rebase range to 6, out of its 12 action points. I rebase, but the action points as shown for the unit do not change until I deselect and select the unit again.
I then rebase again and again, until I have finally used all 12 action points. This seems to obviate the penalty for weather in rebasing, because in one turn I have been able to rebase the same air unit four times, eventually using all its 12 action points.
