Suddenly started to have a real problem with rail transport. It works OK for the first move of a scenario then refuses to work. Only units still tagged as being on rail can move.
What's gone wrong ?

Probably you have exhausted your rail capacity, if you keep units loaded they use up rail capacity on future turns as well, so nothing is made available.
