Hex lines question

What do the different stripped angled lines in each hex represent in the examples below? I have not been able to locate an explanation in the manual. Thanks.

ZOC for a guess, it's saying a none striped hex is no zone of control, with a striped one covered by a zone of control, so some you will be able to move into, some you won't or can't either by lack of MP's etc
