Using the DELAY button for dates

Hi, I'm just starting to use the editor to change the dates of aircraft,ships and units that are found in the locations box. I see that the DELAY button sometimes are set to 999 or to 0 as well as different dates during World War Two. If I set the delay to 0 will the ship or aircraft appear at the start of the game?
