Do troops or air groups have to be withdrawn at a special base(s) like ships

Troops are removed wherever they are whether you like it or not. They just go poof. Air squadrons must be complete and at a home base to withdraw. If there are fragments out there your squadron will have to wait til they find their way home. On occasion, it might be necessary to load them on a ship to get that done.
I seem to recall being able to merge fragments from one sqd. with fragments from another sqd. but I'm totally not sure about that. These fragments typically appear with the loss of a carrier.
Save the PPs and get them all home in plenty of time. Use them as trainers until the time comes to withdraw.

Air groups can be at any base.

I always have to fly them all the way back to Japan for forced withdrawals. See for yourself, if you pass the withdraw by date, the "Withdraw Group" button goes grey unless all the necessary conditions are met, including being at a home base.

If "withdraw" is greyed out, you can still disband them and avoid the PP penalty.

Didn't know that, but I've seen both greyed out at the same time.

I take that back, I did know you could do that but you lose the planes if you do, they don't go into the pools. That's the reason to get them home first.
