Kursk campaigns question

I have Eastern Front, and also have the Kursk expansion installed. But when I go into the main menu, it indicates that I have to purchase both the Soviet and the German Kursk campaigns, with $ showing. If I purchased and installed the Kursk expansion, shouldn't those things be active in the CAMPAIGN window?
