AT guns firing HE against vehicles

When I use an AT gun against an half-track or against an armored car (that is alone in its hex) , the target is described as AFV or as infantry.
If I consider the vehicle as infantry, I can use an HE round.
Is this an undocumented feature ?

If a buttoned up vehicle is the target by AT gun (Ordnance) then you can only fire at it with AP, APCR, APDS or HEAT. If the crew of the target vehicle is exposed, then you can fire agaist the AFV uding infantry weapons or Ordnance with HE rounds. Note that Mortars are area fire weapons so use can use them against open topped vehicles like say M10 tank destroyer for example. Flame throwers can be used against any vehicle regardless if it's crew exposed or not.
