Production Planning Screen doesn't Change when Route Layout is Selected

Hello,
I have selected the route layout but the screen doesn't change. I had no problems with it until just today. I was trying to idle all my factories for the CW so I could route the convoys like I wanted. Not sure if the screenshot attached but if not I will reply to this thread and post (if I can figure it out).
