Go to Luchow (not Liuchow!). Just captured it, and ordered several armored units to move into Hwainan, 1 hex to the NE. Did so by ordering 1 unit, then selecting "Set All to March". Canceled movement on 1 unit to remain in place as garrison.
Next turn, the unit ordered manually to move has accumulated 30 miles (it's a secondary road) and shows a direction (NE) into Hwainan. So far so good.
But all units ordered via "Set All to March" have moved 1 hex to the NW, and show 13 miles accumulated toward the NE. They appear to be routing along the primary road, a 3 hex journey or 4 or 5 days, instead of along the secondary road, a 1 hex journey of 2 days.
This is the save before they were ordered.

This one is after the orders were issued (same turn).

I've seen this behavior as well and I like it. I consider it a feature.
It is one of the reasons I like this game so much.
I don't want it to change because it is more like real life.
Real units often move in ways that the commander does not intend.
In fact,I would like to see more FUBAR glitches like this in the game.

I understand the sentiment, but I don't think that sort of commanders' discretion is 'as intended' for this function.

Check the leader's skills in "Map Reading" and "Teleportation". [8|]

It might have something to do with hexside ownership.

Have a look in my AAR to see a pic with the hex sides ownership displayed.
