Overly aggressive AI Garrison

December 8, 1939, Beginner setting,version 1.00.07.01 beta, Allies as AI.
The French garrison moved into German territory and contested the German Von Bock HQ (per the jpeg below).
I have played through this scenario before a few times now with the Allies as AI and the French units typically stayed dormant near the Maginot line until Paris was taken. Is this overly aggressive for an AI garrison unit?
