Mining ports

How do you mine ports?
Hi
It doesn't work at the moment as I need to make a change, but when it is possible, placing a naval unit in one of the red hatched hexes off the US and Canadian coasts will reduce the strength value of some resources and consequently their MPP collection.
I'll have the error fixed with this for the next patch.
