The USA joined in late 1940 due to Sealion.

The USSR didn't join until a year later.

On the second turn after joining their morale was boosted by the "USA Entering the War".

This might be a difficult one to fix, unless we use dummy Decisions to trigger the actual National Morale boosts. I'll see what I can do. [:)]

Thinking further on this, there is no foolproof mechanism so I'll just change the text to something less likely to sound wrong when the US joins before the USSR:
