Very odd one here.

I said yes to building coastal guns and they appeared at the end of the turn.

Next end of turn I get a message that work is beginning on coastal guns and they disappeared!

I think the routine will have changed in the next patch, so fingers crossed they won't disappear and redeploy again (I presume they came back?).
