TGW 1.11 East front Soviet army reserves

Hi, could any please let me know the mobilization conditions of Soviet "reorganizing" reserves? e.g. those in Georgia.
I also wonder if there is a development thread for TGW scenario, or a TGW hand-book/house rules.
