Will there be a change to the Graf Zeppelin DE for the next build?

I think the choice should be between spending MPPs to outfit the CV or nothing at all.

Provide a coastal gun that the Germans can place wherever they please.

I think that you would have to then make coastal guns operable by rail. They should be anyway.
