Nation surrender question

I thought that capturing a country capital will force it to surrender.
GE units took The Hague, and destroyed the Dutch HQ but the fight still goes on.
Am I wrong?

It's not based on the capitol. Cause casualties, take territory. You don't even need the capitol. [:)]

Actually, you do need the capital*. But there is a small % chance that a country will not immediately surrender if it still has some units fighting on.
This is tested every turn, so if the country doesn't immediately surrender, it likely will soon after.
*It isn't 100% necessary to take a Major's capital, as it will surrender if its National Morale falls to zero. But it really helps to do so.

In my current game, v1.00.08 playing against Axis AI, when the Russians approached Bucharest, Romania surrendered and switched sides, I guess there were no German units in Romania because all of its territory became Russian, but if there had been would they be isolated?

Yes, I think they would be cut off and forced to fight their way out - or be rescued by a counterattack.

Or as we've seen in the saved turn you sent me, they'll switch sides and join the Allies!
