Ok, surrendering is about morale, I got it.
The GE units are doing some tourism in France, while Paris is surrounded.
About 95% of the territory is under German control, French morale is at 0% but no surrender.
I am lost![:(]

France surrendered, at last.

Read the manual, there you will find many hints regarding the whole process.

My uneducated guess is that too many french units were still on map. This might have an impact on the question of surrendering.
