Romanian HQ

Thinks there might be a mix up with some of the Romanian HQ....Its Dec 41, corps HQ V11 cant move but
its associate infantry can move...while corps V1 HQ can move but its associate infantry cant move.

Doesn't look right, will investigate although my sources about Romanian units are thin

between Nov 1940 - August 1941:
- (VI) army corps : Division 1 and 19 Infantry, 3rd Mountain bde , Brigade 1 and 9
Cavalery
-(VII) army corps : Division 18, 20, 27 Infantry.
After the VI th army corps got sent to the front, the VII army corps took over the units asigned to VI corps in 1st army area
namely 3rd mountain and 19th infantry, but lost 18th infantry division (sent to the front) and 27 infantry (disbanded)
