In the historical First Manassas scenario, the 71st NY State Militia has 200% Minié rifles.

seems the USA uses 200% while the UK and Euro uses 100%. saying a unit has either means it only uses those type of weapons and nothing else, no matter which of the % is used

Seems to make sense. Unfortunately, the game seems good as dead. And I even visited Wilson's Creek. Great docs with the game, though.
It's hard to believe the same team did Conflict of Heroes. Did they? I think they should have stuck with that format and substituted Civil War units. Unless there were licensing restrictions on the engine.
