AI Suggestion: UK Strategic Bombing Strategy

Suggestion: If Germany is at war with Russia and no Axis units in UK then 25% chance (GV2[76,100]) chance for UK Strategic Bombing Campaign in the West
1) UK Research: 100% Strategic Bombing, Long Range, and Anti-Air
2) UK production 100% Strategic Bombers (3) and 25% Fighters (2)
This might give the Human Axis player something different to deal with in Western Europe while fighting a war in the East.
I plan to test this option to see if it is an improvement on what the UK AI does now.
