Fortifications

When fortifications are created they are all German ( excepting the Finnish)so if they are transferred on creation to other command are then the troops/artillery taken out of those
commands it was transferred to...or are they still taken from the German Pool.

Do fortifications help prevent partisans at all?

They used to prevent them in their ZOC but now merely reduce damage
