Clicking units a couple of times can change the date they will appear

As the Allies bringing in units as fast as possible is critical to the Russian war effort. Several times I got excited and bewildered when I saw the dates of Army groups and Shock Troops that would supposedly come in before Garrisons. But when I click to choose an upgraded version the the date changes back to a later date, or if I just click the same unit again the date will change as well.
When you see the incorrect date, one that is "too good to be true", it is in fact not coming in at that early date, as I've gone and checked the production chart and saw that despite an August, 1941 as posted, it would come in as October, 1941 as it should be.
