Why is rain so hard to see in the Mediterranean & Black Seas?

I am having a really hard time seeing rain/storms in the Black Sea and the Mediterranean Sea. By contrast, rain/storm looks perfect in the Northern areas around Iceland and the Scandinavian countries. I hope the pictures I upload can do what I'm seeing justice, because the difference is very dramatic as I scan the map. Can any of you tell me why? The blue shade of the oceans is the same (I think). I had this issue with 1.09 (I think) so this isn't new.

Originally I had tried a more pronounced storm/rain at sea effect but since there were some rather large areas of the map that a storm at sea could cover it was a bit of an overwhelming/distracting of an effect.
Over land it needed to be more pronounced so that it is more visible, and those islands qualify as areas where the game engine applies the "land" rain effect.
I do see how there seems to be a bit of a disconnect in the effect presentation so perhaps having the storm at sea a little more pronounced and the one on land a little less pronounced might do the trick to have the presentation a bit more balanced.

I was one of those people who suggested the muted rain effect so I feel bad. The original version back in July was definitely too hard to see through. I really like your idea of bringing them closer together. It is confusing and I even wondered if the "Baltic rain" was some presentation of ice that just thawed or was about to form. Further compounding things is the fact when you select those Baltic hexes with rains the tooltip says it's "clear" instead of "rain".
