Yugoslavian Partisans

Would it be possible to delay the appearance of the Yugoslavian partisans to this strategical tip? Titos guerilla appear regularly already immediately after the capitulation of Yugoslavia and still before the foundation of the state Croatia. There remains no response time...

Yes, what I'll have to do is to delay the UK's S.O.E. Decision until the USSR has joined the Allies. Thanks for pointing this out. [:)]
